The Margdarshan Resolution of 1991 is the only democratically mandated roadmap of the Kashmiri Hindu community and must be accepted without dilution. Rehabilitation cannot be scattered, symbolic, or reduced to welfare doles—it must be territorial, collective, and permanent. A geographically contiguous, demographically secure, and constitutionally protected Union Territory of Panun Kashmir must be created. This Homeland must guarantee inalienable land and property rights, robust security architecture, and local self-governance. Anything short of this perpetuates exile and denies civilisational justice.
The Indian Parliament must formally recognise that Kashmiri Hindus were victims of genocide, ethnic cleansing, and crimes against humanity. This recognition must be followed by a comprehensive law, not symbolic resolutions. A statutory Commission of Inquiry must investigate perpetrators, abettors, and institutional failures. Destroyed and encroached properties must be restored, and guilty prosecuted. Genocide denial must be criminalised and the truth integrated into national education and law.
Monthly relief for displaced Kashmiri Hindus must be substantially enhanced and indexed to inflation. Families devastated by killings, disability, displacement, and loss of property must receive just compensation. Reserved employment, entrepreneurship support, and economic rehabilitation are non-negotiable rights. Dedicated economic zones within Panun Kashmir must be created to ensure self-reliance. This is economic justice, not charity.
Kashmiri Hindus must be officially recognised as a trauma-affected population. A dedicated healthcare and psychosocial rehabilitation system must be instituted immediately. This must include free tertiary care, geriatric services, mental health and trauma counselling, and disability care. Universal health insurance must be provided until full rehabilitation in Panun Kashmir. Decades of untreated trauma demand structured State intervention.
Elderly survivors and over-aged youth have lost entire productive lives due to forced exile and State inaction. Senior citizens must receive enhanced pensions, geriatric healthcare, and psychological support. Over-aged youth must receive one-time and recurring compensation and livelihood security. Conventional employment-based rehabilitation no longer applies to them. This is mandatory restitution for irreparable harm, not welfare.
The Government of India must issue a clear, written, and time-bound commitment on all core demands. This must include Panun Kashmir, genocide recognition, justice mechanisms, relief, healthcare, and dignified return. Ambiguity, delay, or piecemeal measures are unacceptable. Continued postponement amounts to constitutional failure.
